The whole 90 minute movie was about things happening before and after 12noon, total 23 minutes, in Salamanca, Spain when the U.S. President is participating an anti-terrorism sumit.  The film loops through this period over and over, each time from the perspective of a different participant, adding a new piece to the larger puzzle with each loop.

The beauty of American arrogance is that they can't imagine a world where they're not a step ahead.

I watched this movie on the flight to India.  Not expecting much as just that there were no other movies to choose from (like Drillbit Taylor....).  It turned out to be a very exciting and 'pulse pounding' action movie.
